Mr. James E. Sachay has been involved with the City of Chicago, off and on for the past 30 years. Jim has also served as Labor Standards Analyst for the Illinois Development Authority, State of Illinois, and as an Administrative Assistant to a U.S. Congressman of the 11th Congressional District.

His work with the City of Chicago has been as Director of Program Evaluation - Department of Housing, and twice as an Assistant to the Commissioner of Aviation. In his most current position as Assistant Commissioner, had had been responsible for cargo operations at O’Hare. He was also given the responsibilities of managing the interim International Terminal 4 operations. As director of cargo he resolved the delay in the Cargo Signage Program.

Jim developed a paper for a Chicagoland Association Affecting Air Cargo Committee. He also alerted and pursued the need for a cargo economic study. As the manager of the interim International Terminal, Jim reduced the complaints of the tenants by 98 percent.

In 1993, Mr. Sachay was assigned to manage the new International Terminal 5. He worked closely with the airlines, ground handling companies, gate control, and U.S. Government agencies to insure a safe and effective operation. As a member of the U.S. Port Quality Improvement Committee, Jim worked to reduce the time of passenger processing to 45 minutes or less. Terminal 5 is noted as one of the cleanest and well-run international terminals in the country. This directly contributed in Chicago’s O’Hare International Airport being chose for the past five years by the business International Travel Magazine as the best airport in North America.

Mr. Sachay served his country as Petty Officer First Class in the United States Navy. Jim resides in Chicago with his wife of 33 years, Carole Ann, and they have two children, Caroline and Steven.
